Karachi Water and Sewerage Corporation (KW&SC), Pakistan’s leading public sector utility, serves the people of Karachi metropolitan area and is responsible for ensuring clean, safe drinking water and sewerage services to the public. Enacted under the Karachi Water and Sewerage Corporation (KW&SC) Act 2023, the utility envisions organizational reform activities to transform its culture towards full corporatization and a performance culture.

DIRECTOR FINANCE – PPP Node

The Director Finance – PPP Node is responsible for financial modeling as well as comprehensive investment evaluation, ensuring that KW&SC’s infrastructure projects are bankable and structured to attract robust private and development finance.

KEY RESPONSIBILITIES:

  • Coordinate between Financial Institutions, Investors, Multi-lateral institutes, Transaction Advisors and different Government Departments;
  • Lead the feasibility studies process of PPP projects conducted by transaction advisors in order to demonstrate project viability;
  • Supervise the procurement process to hire advisors or to solicit private investment in different projects;
  • Prepare and supervise financial models and project structure for multiple transactions;
  • Supervise procurement and corporate documents including EOIs, RFQs, RFPs, Concession Agreements, Information Memorandum, Guidelines, Project Presentations and Briefs etc.;
  • Lead the financial close process on infrastructure transactions;
  • Manage the office processes with a perspective that encompasses both the private and public sectors’ point of view;
  • Perform any other tasks as assigned by the Competent Authority.

The Manager / Director Finance shall report to the Chief Strategy Officer.

Qualifications & Competencies:

  • Master’s or above degree in Accounting / Finance / Business Administration (Finance) OR
  • CA/ACCA/CFA/ICMA/CIMA (Associate or Fellow Member).
  • At least 8 years of relevant experience in finance related roles, including investment banking, corporate banking, financial or infrastructure transaction advisory, project finance, corporate finance, capital markets, investment management, investment research, development finance, financial and tariff modeling, utility sector finance, and/or PPP projects, with primary responsibilities involving financial analysis, financial modeling, investment evaluation, or financing/credit assessment of projects or corporates.

DEPUTY DIRECTOR FINANCE – PPP Node

Objective of the Position: The Deputy Director Finance- PPP Node shall serve as a crucial analytical engine. This position will support the Director Finance – PPP Node in complex financial structuring and utility sector modeling, driving the data-baked insights necessary for sound project evaluations.

KEY RESPONSIBILITIES:

  • Work with Director Finance, administrative departments and other government entities on the feasibility studies required in order to demonstrate project viability;
  • Build/Analyze financial models and vet project documentation in the feasibility, transaction advisory and investor solicitation stage;
  • Assist in the preparation of EOIs, RFQs, RFPs, Concession Agreements, Implementation Agreements, Information Memorandum, Guidelines, Project Presentations and Briefs etc.;
  • Perform in-depth research related to projects and government initiatives;
  • Coordinate between transaction advisors and Government of Sindh on the project structuring, if required;
  • Perform any other related tasks as assigned by the Competent Authority.

The Deputy Director Finance – PPP Node shall report to Director Finance – PPP Node.

Qualifications & Competencies:

  • Bachelor’s or above degree in Accounting / Finance / Business Administration (Finance) OR

POSITION VACANT:

DIRECTOR – ENTERPRISE GIS & ASSET MANAGEMENT

Karachi Water & Sewerage Corporation (KW&SC) is undertaking a comprehensive institutional reform and digital transformation program aimed at improving operational efficiency, service delivery, commercial performance, and data-driven decision making. As part of this transformation, KW&SC is strengthening its Enterprise Geographic Information System (GIS) to establish a reliable and standardized spatial inventory of its water and sewerage infrastructure and progressively integrate spatial information with asset management, operational, customer, metering, and other enterprise systems. Accordingly, KW&SC intends to recruit a qualified senior professional to lead the institutionalization of Enterprise GIS and establish as the Corporation’s authoritative spatial platform for infrastructure and network information.

Objective of the Assignment

The objective of the assignment is to lead the development, implementation, and institutionalization of KW&SC’s Enterprise GIS and Spatial Asset Management Framework, ensuring that accurate and continuously updated spatial information is available to support infrastructure planning, operations, maintenance, asset management, commercial functions, and management decision-making. The Director GIS position requires not only basic requisite GIS mapping experience but also thorough technical background knowledge of water sector infrastructure, integrated geo-spatial models development and demonstrated strategic water sector GIS mapping experience. The position shall also support the progressive integration of GIS with Enterprise Asset Management, SCADA/telemetry, hydraulic modelling, customer and billing systems, and other digital platforms and therefore necessary technical water sector infrastructure engineering background will be essential for technically qualifying for the advertised Director GIS position at KW&SC.

Responsibilities

The incumbent is expected to demonstrate detailed technical knowledge of translating the water sector geospatial datasets into the respective integrated geodatabase models representing standard distribution infrastructure, KW&SC structure network asset mapping experience and integration of SCADA/telemetry data streams into unified enterprise data model(s) using spatial data classes and online data accessibility and web page publication experience.

The incumbent shall be responsible for the following:

  • Develop and implement KW&SC’s Enterprise GIS strategy, architecture, standards, governance framework, and phased implementation roadmap, aligned with the Corporation’s operational, asset management, and digital transformation priorities.
  • Undertake a comprehensive review, consolidation, and assessment of existing GIS and as-built data available across KW&SC, including spatial datasets, network maps, engineering drawings, surveys, project records, and data developed under ongoing and completed projects.
  • Establish a centralized and authoritative GIS-based spatial asset registry, progressively harmonizing, standardizing, validating, geo-referencing, and migrating existing water and sewerage infrastructure data into a common enterprise data environment.
  • Identify critical data gaps, inaccuracies, and coverage deficiencies and develop a prioritized program for field verification, asset mapping, surveying, digitization, and data improvement.
  • Plan, mobilize, and manage internal and external resources for GIS implementation, including KW&SC personnel, field teams, consultants, survey firms, contractors, technology providers, and other specialized resources, ensuring effective coordination, quality control, and knowledge transfer.
  • Establish standard spatial asset classification, unique asset identification, attribute structures, network topology, metadata, spatial accuracy, and data quality standards for water and sewerage infrastructure.
  • Establish and enforce institutional procedures requiring as-built GIS data and prescribed asset information for all newly constructed, rehabilitated, upgraded, or decommissioned infrastructure, ensuring timely incorporation into the Enterprise GIS through formal project close-out and hand-over protocols.
  • Assess KW&SC’s GIS technology requirements and develop comprehensive technical architecture and specifications for enterprise GIS infrastructure, including software platforms, databases, servers/cloud infrastructure, field data collection solutions, equipment, imagery, cybersecurity, backup, and related technology requirements.
  • Lead and provide technical oversight for the procurement, implementation, configuration, testing, and commissioning of GIS technology infrastructure and associated services, in coordination with relevant KW&SC functions and in accordance with applicable procurement requirements.
  • Develop and institutionalize web GIS, mobile field applications, dashboards, and decision-support tools for engineering, operations, commercial, asset management, and management functions.
  • Lead the spatial integration of GIS with the proposed Enterprise Asset Management System (EAMS) and progressively coordinate integration with SCADA/telemetry, hydraulic models, WFM, customer billing systems, metering, complaint management, work management, and other relevant enterprise applications.
  • Support spatial mapping and linkage of consumers, service connections, meters, bulk supply points, and other relevant commercial information with the underlying water and sewerage infrastructure.
  • Develop and maintain spatial representation of District Metered Areas (DMAs), pressure and supply zones, sewerage catchments, and other operational network boundaries, supporting network planning and operational management.
  • Enable GIS-based network and spatial analytics, supporting network connectivity and tracing, valve isolation, affected-consumer identification, asset criticality, infrastructure planning, Non-Revenue Water (NRW), water balancing, leakage management, unauthorized consumption, and supply optimization.
  • Establish comprehensive GIS data governance and quality assurance arrangements, including data ownership, validation and approval workflows, access controls, version management, audit trails, cybersecurity requirements, and periodic data quality reviews.
  • Develop and implement an institutional capacity-building and knowledge-transfer program, including organization-level modeling, competency requirements, standard operating procedures, technical training, and on-the-job knowledge transfer to progressively develop sustainable in-house GIS capability within KW&SC.
  • Establish mechanisms to ensure that GIS is continuously maintained and updated as part of KW&SC’s routine business processes, rather than remaining dependent on individual projects, consultants, or periodic mapping exercises.

Qualification

At least a Bachelor’s degree in GIS, Geomatics, Surveying, Geography, Civil/Environmental Engineering, Computer Science, Information Technology, or a related discipline from a recognized university. Master’s Degree in Engineering / Sector Development Planning with specialized projects experience of implementing geospatial technologies integration shall be preferred. The incumbent should demonstrate proven GIS technologies implementation in Water Sector Development Projects experience with integration of geospatial technologies and its application for infrastructure development infrastructure. Projects experience with World Bank/Other International donor agencies shall be preferred.

Experience

  • Minimum 10 years of relevant professional experience in GIS, geospatial information systems, infrastructure asset management, or related fields.

Age: Minimum 45 years

Skills & Competencies

  • Demonstrated experience in the development and implementation of enterprise-scale GIS solutions.
  • Relevant experience in a water/wastewater, municipal infrastructure, or network utility environment (electricity, gas or telecommunications) shall be highly desirable.
  • Demonstrated knowledge of enterprise geodatabases, utility network modeling, spatial data governance, field data collection, and GIS-based asset management.
  • Experience in integration of GIS with EAM/ERP, SCADA/telemetry, hydraulic models, customer information systems, or work management platforms shall be an advantage.
  • Demonstrated experience in managing multidisciplinary teams, consultants, vendors, and complex technology/data assignments.
  • Strong technical and enterprise-level integrated geospatial technologies development and implementation experience incorporating geospatial data engine framework and models core content for online accessibility of water distribution utility infrastructure.
  • Knowledge of water and wastewater network and asset management principles.
  • Strong analytical, problem-solving, and data-management capabilities.
  • Ability to translate technical GIS capabilities into operational and management applications.
  • Strong project, contract, and stakeholder-management skills.
  • Ability to work effectively across engineering, operations, commercial, IT, and management functions.
  • Strong written and verbal communication skills.

Reporting and Coordination

The Director – Enterprise GIS & Spatial Asset Management shall report to the Chief Executive Officer (CEO) KW&SC through CITO or an officer designated by the CEO, and shall work closely with the Operations, Commercial, Projects, Asset Management, IT/Digital Transformation, and other relevant functions.

The Director shall also coordinate with consultants, contractors, Government agencies, development partners, and other stakeholders involved in GIS, asset management, and digital transformation initiatives.

The position shall be a full-time contractual assignment for an initial period of three (3) years, extendable up to five (5) years, subject to satisfactory performance.
