Senior Officer – HSE

The ideal candidate should have the following qualification, experience and skill sets:

DAE (Mechanical, Electrical, Chemical & Environment), NEBOSH, ISO or other relevant.
At least 3 years of power production or HSE management experience. Those who can communicate in Chinese will be given priority.
Strong knowledge of HSE laws, standards, and risk management practices, good communication, reporting, and leadership skills.
Proficient in incident investigation and root cause analysis.

The main responsibilities of the position will involve:

Ensure implementation of all HSE related approved policies at site.
Ensure compliance with OSHA, NEQS, ISO 14001, ISO 45001, and other applicable standards.
Conduct regular site safety inspections, hazard identification, and risk assessments.
Enforce Permit to Work (PTW), confined space entry, and hot work procedures.
Monitor HSE compliance in coal handling, ash disposal, and chemical usage.
Supervise on-site traffic management, vehicle and driver qualification reviews, fire protection facilities, and security management.
Oversee safety and civilized production in production areas, issue and record assessment sheets, and approve hot work permits at all levels.
Conduct safety induction training for new employees and visitors; manage company and contractor safety qualification certifications; participate in third-party inspections of equipment and maintain records.
Participate in contractor safety supervision and management, including reviewing and ensuring contractors submit required documentation such as company qualifications, special equipment, and skilled worker certifications.
Continuously study HSE laws and regulations, regularly analyze and summarize HSE management work, and provide recommendations for improvement.
Participate in the identification of production risks/hazards and recommend appropriate control measures.
Prepare, collect, and compile and document records for NEPRA’s annual HSE assessment.
