Primary & Secondary Healthcare Department, Government of the Punjab, invites applications from qualified and experienced individuals against the following positions as an Individual Consultant on a “Contract Basis” for the World Bank funded program through ADP/Development scheme titled “NATIONAL HEALTH SUPPORT PROGRAM (NHSP)” Government of the Punjab. The qualification and experience required for the posts is as under:

1. Project Director (PPS-11)

No. of Posts: 01
Age limit: 25-55
Qualification: M.B.B.S with postgraduate degree in Public Health/Medical Administration/Health Management/Administration or equivalent from a foreign/local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
Experience & Skills:
- At least, ten (10) years of documentary verifiable experience, after acquiring stipulated qualifications, at mid and senior level positions including 5 years of relevant project management experience.
- Candidates having experience of successfully managing the implementation of WB funded projects would be given preference.
- Strong skills in the area of Governance and Institutional Development Service fulfilling the above-mentioned criteria can apply.

2. Healthcare Management Specialist/DPD (PPS-10)

No. of Posts: 01
Age limit: 25-50
Qualification: MBBS/MD with post-graduation in health discipline (Public Health/Health Economics/Healthcare management) from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.
Experience & Skills:
- At least, eight (08) years of documentary verifiable relevant experience working in health projects with a minimum of three (03) years, after acquiring MBBS, of experience at managerial or equivalent levels as described in the scope of work.
- The job experience shall be in developing and implementing health sector operations.
- Experience of producing/technically supporting guidelines/training materials in the health sector will be required.

3. Financial Management Specialist (PPS-10)

No. of Posts: 01
Age limit: 25-45
Qualification: CA/ACCA/CIMA/ACMA. Completion of articles from a registered audit firm shall be accorded due weightage.
Experience & Skills:
- At least, eight (08) years of documentary verifiable experience relevant experience, after acquiring stipulated qualification.
- Working knowledge of the public sector accounting with thorough understanding of PFM cycle, regulatory mechanism, financial modeling and grievance redressal mechanisms of large-scale beneficiary services would be an added advantage.
- Experience of financial reporting based on international public sector Accounting Standards in government institutions.

These vacancies are post-specific and non-transferable.

The candidate shall be fit and healthy. The age of the candidate will be calculated from the last date of submission of application. The continuous service in public sector organization rendered by the candidate will be deducted from the upper age limit.
Submission of fake documents or concealment of any fact will lead to disqualification of the candidate.
Only the degree issued by the university/institute recognized by the HEC or reputed foreign university, having HEC equivalence, will be considered.
Application completed in all respects (including resume/CV/EOI, academic certificate/degree, experience certificate etc.) should be reached at the office of “Director General Health Services/Project Director-National Health Support Program, 24-Cooper Road, Lahore” till 15th August, 2024 (during office hours) positively.
Incomplete applications or applications received after the due date or closing office hours on the last date for submission of applications will not be entertained.
Only short-listed candidates will be called for a test/interview/evaluation. The date & time of interview will be communicated through email/call/SMS by the respective office.
The original documents must be produced by the candidates at the time of the test/interview.
Detailed TORS and terms & conditions of engagement will be settled at the actual date of appointment.
The department has the right to accept/reject or cancel any application, including partly short-listing/selection, and to cancel the whole process without assigning any reason.
