Pakistan Refinery Limited is seeking profiles for the position of Executive Engineer Procurement / Executive Procurement in our Contracts & Procurement (Procurement) Department.

JOB TITLE: Executive Procurement
REPORTS TO: Senior Manager Procurement

JOB PURPOSE: Position is responsible for procurement of engineering spares, chemicals and services required for the refinery operations. The incumbent will be responsible for the entire procurement cycle from identifying needs to delivery and payment.

RESPONSIBILITIES:
• Manage procurement of mechanical, electrical, instrumentation spares, chemicals and refinery consumables.
• Identify and evaluate potential local and international suppliers.
• Prepare and issue Request for Quotations (RFQs) and Invitation to Bids (ITBs).
• Perform technical and commercial evaluation of bids in coordination with user departments.
• Negotiate with suppliers to obtain competitive pricing and favorable terms and conditions.
• Finalize and issue Purchase Orders (POs) and Service Orders.
• Monitor delivery schedules and follow up with suppliers to ensure timely delivery of materials.
• Coordinate with the logistics team for custom clearance and transportation of imported items.
• Ensure all procurement activities are in compliance with Company policies, procedures and HSEQ standards.
• Maintain accurate procurement records and documentation in the SAP ERP system.
• Handle vendor registration and performance evaluation.

EDUCATION: B.E. / B.Sc. Engineering (Mechanical / Electrical / Chemical) or MBA (Supply Chain).
EXPERIENCE: Minimum 5 years of relevant experience in procurement, preferably in the oil & gas or petrochemical industry.

TECHNICAL COMPETENCIES:

• Well versed with SAP ERP (MM Module).
• Strong knowledge of procurement processes and international trade (Incoterms).
• Ability to understand technical specifications of engineering spares.

NON-TECHNICAL COMPETENCIES:

• Strong negotiation and communication skills.
• Analytical and problem-solving skills.
• Team player with the ability to work under pressure.
