Karachi Water & Sewerage Corporation (KW&SC), Pakistan’s leading public sector utility, serves the people of Karachi metropolitan area and is responsible for ensuring clean, safe drinking water and sewerage services to the public. Enacted under the Karachi Water & Sewerage Corporation (KW&SC) Act, 2023, the utility envisions organizational reform activities to transform its culture towards full corporatization and a performance culture.

KW&SC is seeking the services of a dynamic and committed Transport Officer. The incumbent will be responsible for the overall management and optimization of KW&SC’s vehicle fleet. This role ensures the efficient, safe, and cost-efficient use of vehicles by implementing robust maintenance protocols, overseeing operations, and ensuring compliance with all regulatory requirements. The position is central to supporting the operational readiness of the Corporation’s services through diligent oversight of the fleet and its associated resources.

Performance of the Transport Officer will be measured by reductions in vehicle downtime and overall maintenance costs, effective adherence to preventive maintenance schedules, accuracy and punctuality in reporting, demonstrable improvements in fleet fuel and cost efficiency, and the successful outcomes of both internal and external audits of vehicle management practices and documentation.

KEY RESPONSIBILITIES INCLUDE:

Maintaining an up-to-date inventory of all vehicles owned or managed by KW&SC, detailing their location, allocation, and operational status. The incumbent will be responsible for developing and enforcing preventive maintenance schedules, ensuring that all vehicles undergo timely, high-quality servicing to minimize breakdowns and operational disruptions. This includes the supervision of both in-house and outsourced maintenance activities, with a strong focus on efficiency, safety, and adherence to established timelines and quality standards.
Playing a critical role in the allocation and withdrawal of vehicles in line with the Corporation’s policies, ensuring transparent and fair distribution. Monitoring fuel usage and implementing strategies for fuel efficiency are integral to the position, aiming to optimize fleet performance and control operating expenses. Compliance with all relevant transport regulations, including up-to-date insurance coverage, is mandatory and will be regularly monitored under this role.
Submitting regular and accurate periodic reports to management, covering vehicle status, maintenance expenditures, utilization rates, incidents, and recommendations for improvements.
Maintaining complete and organized records such as logbooks, service histories, accident reports, and inspection documentation.
Supervising and mentoring a team of drivers, mechanics, and related staff is a key component of the role, ensuring they receive appropriate training and adhere to safety and operational protocols.
Disposal of unserviceable vehicles according to corporate policies, including overseeing auction procedures or decommissioning processes.
The position demands readiness to efficiently respond to emergencies or unexpected disruptions affecting the fleet, ensuring the continuity of essential services under all circumstances.

The Transport Officer shall report directly to the Managing Director/Chief Executive Officer and shall present quarterly progress reports to the Board through the CEO.

QUALIFICATION:

Candidates must hold a graduate degree in Mechanical or Automotive Engineering or a related technology/discipline.
A minimum of 10 years’ progressive experience in fleet or transport management, ideally within a public sector or utility environment, is essential. Strong technical expertise in vehicle maintenance, workshop operations, and regulatory compliance is required, coupled with superior managerial/administrative skills.
Proficiency with MS Office and fleet management software is necessary.

General Terms and Conditions:

i. The appointment shall be on contract basis for the period of 3 years, extendable on satisfactory performance.

ii. The appointment will be subject to fulfillment of codal formalities/verifications/administrative formalities.

iii. The position is based in Karachi.
