Faisalabad Electric Supply Company (FESCO) is a leading Public Utility Company within the power sector and operating its business of distributing electricity serving more than 5.8 Million customers in eight (08) districts of Punjab namely Faisalabad, Chiniot, Sargodha, Jhang, T.T. Singh, Khushab, Mianwali and Bhakkar.

FESCO is actively looking for the services of a qualified professional, male or female, who has an understanding of the power sector as well as demonstrated expertise in Information Technology, with the ability to lead digital transformation initiatives and oversee enterprise-level IT systems for position titled Chief Information Technology Officer (CITO).

Skills & Responsibilities:

The incumbent will be hired as Chief Information Technology Officer (CITO) and shall report to the Chief Executive Officer with the responsibility to ensure efficient and effective use of information and communications technologies at FESCO for meeting its corporate goals.

Main responsibilities of the position include the following but are not limited to:

• Develop IT strategy, IT policy, protocols and standards that support the goals and business needs of FESCO.
• Ensure compliance with IT strategy and processes of FESCO.
• Oversee contract negotiations with IT vendors, contractors, and service providers.
• Develop IT budgets as part of corporate planning exercises and ensure their effective execution.
• Manage all IT personnel of FESCO.
• Oversee all affairs of the IT department of FESCO.
• Coordinate with other department heads to maximize effective delivery of IT services to their teams.
• Maintain effective relationships with key IT stakeholders of the electricity sector (e.g., PITC).
• Keep track of the latest IT developments that can help improve the performance of FESCO.
• Update the IT strategy, IT policy, protocols and standards of FESCO periodically and validate their alignment with internal business requirements and external dynamics.

Qualification & Experience:

• 16-years Bachelor Degree (Honours) in Computing / Data Analytics / Telecom / MIS / AI / Robotics / Cyber Security / Information Technology / Computer Science / Software Engineering / related field OR Master in Computer Science / IT / related field from HEC-recognized local/foreign university.
• MS / M.Sc. (18-years degree) in Computer Science / IT / AI / Robotics / related field, duly recognized by HEC approved local / foreign university, will be given preference.
• Minimum Experience: 15-Years Post Qualification experience with at least 03-years relevant experience at a Senior Management role/position in Public / Private Sector.
• Broad knowledge of information systems including software, languages, frameworks, techniques, and industry trends.
• Experience in leading complex, major changes and initiatives, demonstrated skills in change management on an organizational and inter-personal level; experience with integrating teams across multiple business units and managing a geographically dispersed and diverse workforce.
• Experience in designing and effective information governance framework across the spectrum of IT service delivery.
• Excellent verbal and written communication skills.
• The candidate must comply with the Fit and Proper Criteria as laid down under the Public Sector Companies (Corporate Governance) Rules, 2013 framed under the Companies Act, 2017 and also as laid down under the State-Owned Enterprises (Governance and Operations) Act, 2023.

Remuneration & Tenure:

• Market based competitive salary package on lump sum basis.
• The position will be filled on contract basis, initially for a period of three (3) years from the date of appointment with six (06) months as probation period. The contract is further extendable by the Board subject to satisfactory performance on the basis of performance appraisal / achievement of KPIs.
• The contract service shall neither be regularized nor pensionable at any stage in future under the Government Rules.

Age Limit:

Maximum age should not be more than fifty-seven (57) years as on closing date.

a. Copy of detailed updated CV.
b. Copies of Degrees, Educational Certificates & Testimonials issued by HEC recognized University / Institutes / Professional Bodies or Association whichever is relevant along with Experience Certificates and Reference Letters issued by the concerned Organization. All documents provided shall be duly verified by FESCO.
c. Copy of CNIC and recent photograph.
d. The applicants shall be required to submit a declaration on non-judicial stamp-paper of requisite value as per prescribed format available in Schedule-II of CMU Guidelines that he / she is not ineligible for appointment to the relevant position in accordance with the requirements of fitness and propriety and the relevant provisions of the Schedule-IV of the State-Owned Enterprises Act, 2023 and Companies Act, 2017.

The candidates already working in Govt. / Semi Govt. / Autonomous Public Organizations can also apply through proper channel along with NOC of their department issued on its Letter Head.
In case a Govt. Servant is selected through this competitive process, he / she shall have to resign from his / her parent employment or seek early retirement from his / her parent organization as the case may be, before joining FESCO.
Candidates shall be required to produce all original documents at the time of interview.
FESCO reserves the right to withhold / cancel the entire recruitment process at any stage without assigning any reason.
Only short-listed candidates will be invited for interviews/selection process.
