VACANCY ANNOUNCEMENT

Cabinet Division invites applications for the post of Chairperson, Special Technology Zones Authority (STZA).

FUNCTIONS AND POWERS OF AUTHORITY

i. Review national investment policies, laws and regulations that impact zones and propose any amendments, modifications and relaxations therein to the Federal Government. ii. Initiate and consider zone investment proposals and categories for investment which may require specific treatments and interventions and recommend, where appropriate, additional incentives or relaxations of conditions or criteria to the Federal Government for approval. iii. Be associated in the formulation of all policies that may have an impact on investment in technology sector in Pakistan, including inter alia, economic, fiscal and trade policies. iv. Coordinate with Ministries, departments, agencies and Provincial Governments with regard to policies and their implementation having impact on investment in technology sector. v. Develop or cause to be developed national special technological zones strategy, national emerging technologies strategy and national information and communications technology strategy. vi. Develop and approve mechanisms and arrangements for management and operations of zones including one-window facility for provision of all services and utilities, physical infrastructure, logistics infrastructure, human capital development and digital infrastructure. vii. Identify and promote technology sector investment opportunities and their promotion in Pakistan and abroad. viii. Identify, create and upgrade technological and scientific clusters and industrial support systems within zones including, but not limited to, research and development centres, skill development centres, training and execution of zones. ix. Attract investment into Zones that include inter alia foreign direct investments, venture capital funds, public sector investments, public private investments and private funds. x. Marketing and promotion of zones by developing a marketing, image building and public relations strategy to generate interest in the potential and opportunities of the Pakistani market, and publicize its activities. xi. Make recommendations for Federal and Provincial government to provide and procure lands for the zones.  

EDUCATION AND QUALIFICATION

Minimum 16 years of education in Business Administration, Management Science, Technology Management, Social Sciences, Computer Sciences, Engineering, Information and Communication Technology, Public Policy, Public Administration, or related areas from a well reputed university recognized by the HEC. Additional qualifications in relevant areas is a plus.

EXPERIENCE

At least 20 years working experience, including the following: a. Minimum 5 years experience in leading reputable organizations, at C-Level preferably with exposure to both public and private sectors. b. Demonstrated experience in Science and Technology Sector/Technology Industry or in Governance/Regulatory/Strategic roles within Pakistan or abroad would be preferred. c. Experience in managing budgets, resources, and operations of a sizable organization or department. d. Involvement in shaping technology policies at the national or international level would be highly advantageous and is a plus. e. Familiarity with public sector financing, procurement processes, and compliance requirements is desirable. f. Experience working with or in international environments, demonstrating an understanding of global best practices in technology and innovation ecosystems is a plus. g. Experience of attracting investment in technology sector through private equity or VC is a plus. h. Private sector candidates are encouraged to apply.

DURATION OF CONTRACT: The Chairperson shall be appointed for a period of three (03) years.

AGE: The upper age limit for applicants is 62 years.

PAY PACKAGE: The Chairperson STZA will be entitled to the maximum of SPPSI Scale and other applicable benefits.

DISQUALIFICATION

No person shall be eligible for appointment as Chairperson, who: a. has been or is dismissed, or removed from service as a consequence of disciplinary proceedings; b. has been or is convicted, by a court of competent jurisdiction, for an offence involving moral turpitude; c. either at the time of appointment as Chairperson or thereafter during such appointment was not or is not a citizen of Pakistan; or d. benefits from the National Reconciliation Ordinance, 2007 (LX of 2007); e. either at the time of appointment as Chairperson or thereafter during such appointment was not cleared by the designated clearing agency of the Federal Government, the offer of appointment, if already issued, will be treated as withdrawn ab-initio; or f. either at the time of appointment as Chairperson or thereafter during such appointment the educational credentials of the selected candidate are found to be bogus, his/her appointment shall be treated as withdrawn ab-initio. g. fulfills the criteria of disqualification as per Section 11 of SOE Act, 2023.

CONFLICT OF INTEREST

The candidate for appointment as Chairperson shall have to seek retirement from his existing Department and post or his appointment shall be subject to acceptance of resignation from designated authority and shall not, during his term of office, engage himself in any other service, business, vocation or employment which may have any direct or indirect effect on his performance as Chairperson.  

TERMINATION OF CONTRACT

The contract of Chairperson shall be terminated according to the Policy of the Federal Government with one month’s notice from either side or a payment of one month’s basic pay in lieu thereof.
