CAREER OPPORTUNITY: The Skills Development & Entrepreneurship Department (SD&ED), invites applications from eligible and suitable candidates on contract basis for the following 11 positions in the Strategic Planning Unit (SPU). It serves as the central policy, planning, and coordination arm of the SD&ED, responsible for strategy formulation, performance monitoring, and alignment of skills initiatives with labour-market needs. It ensures coherence across the TVET ecosystem by integrating planning and oversight of PSDF, TEVTA, PVTC, PSDA, and PBTE under a unified provincial skills framework.

1. General Manager, Admin and Management (MPS-II)

Pay Package: Rs.726,290/- + Rs.26,760/- annual increase

Eligibility Criteria:

PhD in Public Policy or Development Studies or Public Administration or Labor Economics or Educational Leadership and Management and Engineering or equivalent qualification from a university recognized by the Higher Education Commission with 08 years professional experience in the relevant field.

16 years of education in Public Policy or Development Studies or Public Administration or Labor Economics or Educational Leadership and Management or Engineering or equivalent qualification from a university recognized by the Higher Education Commission with a minimum of 10 years professional experience in the relevant field.

2. General Manager, Marketing & Branding (MPS-II)

Eligibility Criteria:

PhD in Marketing or Public Policy or Development Studies or Public Administration or Economics or Labor Economics or Project Management or Business Administration or Educational Leadership and Management or Business Management or Management Sciences or equivalent qualification from a university recognized by the Higher Education Commission with 08 years professional experience in the relevant field.

16 years of education in Public Policy or Marketing or Development Studies or Public Administration or Economics or Labor Economics or Project Management or Business Administration or Educational Leadership and Management or Business Management or Management Sciences or equivalent qualification from a university recognized by the Higher Education Commission with 10 years professional experience in the relevant field.

3. General Manager Business Development (MPS-II)

PhD in Economics or Business Administration or Development Studies or Management Sciences or Public Policy Project Management or Social Sciences or equivalent qualification from a university recognized by the Higher Education Commission with 06 years professional experience in the relevant field.

16 years of education in Economics or Business Administration or Management Sciences or Human Resource Management or Public Policy or Engineering or Social Sciences or Project Management or equivalent qualification from a university recognized by the Higher Education Commission with 10 years professional experience in the relevant field.

4. General Manager Finance (MPS-II)

PhD in Finance or Accounting or Business Administration or Management Sciences or Social Sciences or equivalent qualification from a university recognized by the Higher Education Commission with 08 years of professional experience in the relevant field.

16 years education in Finance or Accounting or Business Administration or Management Sciences or Social Sciences or Professional degree i.e. ACA or ACCA or CPA or CFA or equivalent qualification from a university recognized by the Higher Education Commission with 10 years of professional experience in the relevant field.

5. Assistant Manager, Policy & Planning (Lumpsum)

Eligibility Criteria:

16 years of education in Public Policy or Economics or Business Administration or Management Sciences or Human Resource Management or Statistics or Computer Science or Marketing or Finance or equivalent qualification from a university recognized by the Higher Education Commission.

Note:

The candidate should have core competence in the following areas:

Policy research, analysis, and evidence-based decision-making;
Understanding of governance frameworks, public administration, and regulatory processes;
Knowledge of international relations, political economy, and global policy trends;
Critical thinking, problem-solving, and analytical writing;
Strong communication and interpersonal skills for cross-departmental coordination;

Graduate placement coordination and career services management;
Employer and client relationship management, negotiation, and communication;
Record-keeping, documentation, and data management;
Route and logistics planning principles applied to efficient placement coordination;
Microsoft Office Suite (Word, Excel, PowerPoint) and scheduling/communication tools;
Accounting knowledge for invoice and financial record management.

7. Assistant Manager, Public Private Partnership & Industry Employees (Lumpsum)

16 years of education in Economics or Business Administration or Management Sciences or Finance or Human Resource Management or Statistics or Engineering and equivalent qualification from a university recognized by the Higher Education Commission.

Partnership structuring, contract management, and MoU drafting;
Operations coordination and multi-stakeholder relationship management;
KPI monitoring, compliance, and performance reporting;
Documentation management and regulatory compliance;
Communication, negotiation, and dispute resolution;
Microsoft Office Suite for reporting, tracking, and correspondence.

8. Assistant Manager, Content Writer (Lumpsum)

16 years of education in Mass Communication or English or Social Sciences or Computer Science or equivalent qualification from a university recognized by the Higher Education Commission.

Strong communication and interpersonal skills for cross-departmental coordination;
Understanding of governance, public administration, and policy frameworks;
Content management across digital and print platforms;

16 years of education in Public Policy or Marketing or Development Studies or Public Administration or Economics or Business Management or Management Sciences or Social Sciences or equivalent qualification from a university recognized by the Higher Education Commission with core competence in the following areas:

Strategic communication, stakeholder engagement, and labour market linkage;
Negotiation and client broker relationship management; marketing campaign design and execution for international placement;
Coordination and employer outreach for international placement.

11. Assistant Manager Finance & Resource Mobilization (Lumpsum)

Pay Package: Rs.145,000/- plus 10% annual increase

Eligibility Criteria:

16 years education in Finance or Accounting or Business Administration or Management Sciences or Social Sciences or Professional degree i.e. ACA, ACCA, CPA, CFA or equivalent qualification from a university recognized by the Higher Education Commission with experience in one or more of the below fields in a public or private sector organization:

Experience in budgeting, costing, financial reporting, Financial Planning & Analysis (FP&A);
Familiarity with public financial management (PFM) systems and project budgeting cycles;
Managing large program grants and ensuring fiscal accountability.

12. Assistant Manager Assessment & Quality Assurance (Lumpsum)

No. of Posts: 01
Pay Package: Rs.145,000/- plus 10% annual increase

Eligibility Criteria: 16 years of education in Economics, Business Administration, Management Sciences, Social Sciences, Human Resource Management, Statistics, Computer Science, ICT, Marketing, Finance (including professional certifications), Education.

Tenure

The appointment shall be made purely on a contract basis, for a period of three (03) years, which may be further extended by the Competent Authority subject to satisfactory performance.

Age limit: Up to 50 years for the posts against Sr. # 1 to 4 (GM’s, MPS-II), Up to 40 years for the posts against Sr. # 5 to 12 (AM’s, Lumpsum).

Note:

The candidates must have excellent communication, negotiation and presentation skills with strong analytical and problem-solving abilities.
