UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. The Finance Assistant will be responsible for providing a variety of specialized tasks in finance functions, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

To make a difference, the incumbent shall be responsible for following key strategic functions, accountabilities and relatedย duties/ tasks:

  • Assist on all aspects related to preparation of reports, compilation of data and answering queries on pledges recorded, funds received, adjustments made to ensure financial compliance, accuracy and completeness.
  • Review and submit all Operations payments in Invoice Tracking Portal. Assist SAFA in processing of Operations PO and non-PO payments to share with GSSC within the set timelines.
  • Monitoring the status of Operations payments/ Receipts and initiates correspondence to verify data, answers queries and obtains additional information on accounts and financial transactions, as required.
  • Responsible to perform as Petty cash custodian for field office. Ensure timely replenishment of petty cash and its safe custody. Scrutinize, review and processing payments of small value invoices through petty cash as per the policy.
  • In compliance with HACT Guidelines, review the FACE forms including advance, reimbursement, direct payment and Liquidations. Archive all the financial documents related to HACT and payments.
  • Conduct spot checks as per scheduled assurance plan, assign action points and submit report within the given time frame in eTools.
  • Maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports. Assist in destruction of office financial record as per UNICEF policy and procedures.
  • Prepares cost estimates, recurring reports such as funds/ grants utilization reports, Open Commitments, and special reports, as required for budget preparation, audits or other reasons.
  • Assist in the preparation of year-end reports related to accounts receivable, accounts payable, prepayment, deposits and leave balances etc.
  • Assist international staff, experts and consultants on all aspects of allowances, salary advances, travel claims and other financial matters, and calculateย  payments due for claims and services.
  • Maintains liaisons with officials of local banks to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts.ย 
  • Any other task assigned by the supervisor.

To qualify as an advocate for every child you will have

  • Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration considered as an asset.
  • A minimum of four years of clerical experience in the area of finance and accounting is required.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Accountable for developing, managing, coordinating, networking, implementing and monitoring an advocacy and communication strategy and associated products and activities on on-going basis with public audiences, with the objective of promoting awareness, understanding, support and respect for childrens and womens rights, and support for UNICEFโ€™s mission, priorities and programmes in general and the polio eradication initiative in particular.

To make a difference, the incumbent shall be responsible for following key strategic functions, accountabilities and relatedย duties/tasks;

1. Managerial leadership

  • Establish the annual work plan, determining priorities and performance measurements. Monitor workplan implementation, to ensure that WASH&CED output results are achieved to schedule and performance standards.ย  Report critical issues to the Deputy and Representative for timely action.
  • Establish the annual workplan outputs, activities and developmental priorities of the WASH&CED section staff.ย  Provide timely guidance to enable the WASH section staff to perform their duties responsibly and efficiently.
  • Manage WASH&CED team building and motivation.ย  Signal potential conflicts and take preventive action, in coordination with Human Resources staff.ย 

2. Programme development and planning

  • Oversee the preparation of the WASH inputs for the situation analysis.ย  Ensure that comprehensive and current data is used to inform WASH policy and programme development, planning, management and implementation. Keep abreast of global, regional and national WASH sector developments, for maximum efficiency and effectiveness in WASH programme design, management and implementation.
  • Collaborate with colleagues and partners to discuss national WASH priorities, resources, strategies and methodologies to ensure the most strategic use of the collective resources of external support agencies.
  • Lead the development of the WASH outcome and output results of the country programme (or CCPD), along with related background, strategic analysis and delivery strategies, ensuring alignment with the UNICEFs Strategic Plan, UNICEFs global WASH strategy and the country programme as well as government plans and priorities, and the role of other WASH external support agencies. Lead the development of output-related indicators, baselines, targets and means of verification.ย  Lead the development of the WASH content of the CPAP.ย  All in line with strategic approaches related to scaling up, interlink humanitarian-development cooperation, upstream/downstream work and programme approach.
  • Ensure the development and management of a fund-raising strategy for WASH&CED, aligned with the WASH&CED output results in the country programme, and lead interactions with senior staff of donor agencies.
  • Coordinate the implementation of UNICEF Pakistan Climate Change, Environment and DRR strategy and represent UNICEF in the climate change outcome group in UNSDCF
  • Establish partnerships with relevant UN Agencies, IMF and Civil Society Partners for joint resource mobilization for implementation of UNICEF Pakistan sustainability and climate change action plan.

3. Programme management, monitoring and quality control of results

  • Prepare documentation for programme reviews and analytical statements on progress and constraints of WASH&CED outcome and output results.
  • Provide technical and operational support throughout all stages of programming processes for the achievement of the WASH&CED output results.ย  Ensure effective collaboration with other UNICEF sectors, where needed.
  • With other external support agencies, analyze national government WASH sector programmes and projects, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).ย 
  • Manage monitoring and evaluation of the WASH&CED programme and its components, programme reviews and annual sectoral reviews with government and other partners and prepare reports for CO management and WASH and climate change sector coordination bodies.
  • Monitor, report and certify the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.
  • Ensure timely donor reporting, negotiate any changes required to agreements with donor in a timely manner.ย  Ensure systems are in place for HACT compliance.ย 

4. Advisory services and technical support

  • Participate in strategic discussions to influence national WASH and climate change policies and strategies, including the reduction of inequalities, contributing to global sector learning.
  • Advise senior officials in government, NGOs, UN agencies and WASH sector donors on WASH policies, strategies and best practices.
  • Lead the preparation of policy papers, reports, briefing notes and other strategic materials for use by management, donors, UNICEF regional offices and headquarters.
  • Coordinate the use of technical experts from the Regional Office and HQ, as and where appropriate in the WASH&CED programme, through remote support and on-site visits.

5. Advocacy, networking and partnership building

  • Build and strengthen strategic partnerships with government counterparts, UN agencies, donor agencies, WASH institutions, NGOs, research institutes and the private sector to stimulate coordination and collaboration.
  • Oversee the analysis of national budgets for WASH, cost analysis and value-for-money studies, to advocate for improvements in sector efficiency.ย 
  • Produce materials for WASH&CED programme advocacy to promote awareness, establish partnerships and support fund-raising.
  • Represent UNICEF in inter-agency discussions, ensuring that UNICEFs position, interests and priorities are fully considered and integrated in planning and agenda setting.
  • Interact with global and regional initiatives and partnerships for WASH, climate change and environment.ย 

6. Humanitarian WASH preparedness and response

  • Ensure the annual preparation/revision of UNICEFs preparedness for WASH in emergencies.ย 
  • Ensure the coordination arrangements for humanitarian WASH are in place, for instant robust coordination in case of an emergency.ย 
  • Ensure that all UNICEF WASH&CED staff are familiar with UNICEFs procedures for responding in an emergency.
  • In case of an emergency, ensure that UNICEF meets its commitments for WASH in the response and early recovery.ย 
  • Support government to strengthen WASH emergency preparedness.ย 

7. Innovation, knowledge management and capacity building

  • Organize and lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems), ensuring rigorous monitoring and wide sharing of results.
  • Determine priorities for learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
  • Systematically plan, support and monitor the professional development of UNICEF WASH&CED staff, to ensure our sector capacity remains up-to-date with latest developments.
  • Organize the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiatives to strengthen capacities systematically.

To qualify as an advocate for every child you will have

  • An advanced university degree inย one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering, or another relevant technical field.
  • Additional relevant post-graduate courses that complement/supplement the main degree are required.
  • DEVELOPMENTAL: a minimum of ten years of professional experience in WASH-related programmes for developing countries is required. One year of deployment in a developing country is required. Proven ability to effectively lead a team to deliver results is required.
  • HUMANITARIAN: At least one year of work in humanitarian situations, including one three-month mission deployment is required (with UN-Govt-INGO)
