JOB OPPORTUNITY

Planning & Development Department (P&DD) of the Government of Sindh focuses on policy, planning & development in the Province. The department also deals with foreign aid through Donors/Ministries and processes all development schemes, programs and proposals and make recommendations to the government thereon. The department is also responsible for monitoring the progress and evaluation of development schemes and maintain liaison with the National Planning agencies, ministries departments and donors.

Planning & Development Department invites application (s) from the suitable individuals for the Climate & Equity Development (C&ED) Project having required qualifications from HEC recognized Institutions and Domicile of Sindh Province for the positions mentioned below on contract basis initially for a period of two (02) year, which will be further extendable based on satisfactory performance and need basis against the following posts:

01. Team Lead (Lead Technical Specialist (Environment)) (MP Scale-I)

• No. of Posts: 01 Post
• Required Qualification / Experience: Master’s degree or higher in Environmental Science, Environmental Economics, Climate Finance, Climate Change, or any other relevant field with at least 12 years experience in the relevant field either in Private or Public Sector or both. Must have completed/initiated or assisted at least 03 carbon financing enabling project in last 05 to years.
• Core Competencies: Proven track record in mobilizing Climate Finance, managing large-scale projects, stakeholder engagement and knowledge of International Climate Finance mechanism.
• Age Limit: 55 Years

02. Project Development & Private Sector Engagement Specialist (Energy / Waste) (MP Scale-II)

• No. of Posts: 01 Post
• Required Qualification / Experience: Master’s degree or higher Energy, Environment, Climate Change, Forestry, Agriculture (AFOLU) or Waste Management or any other relevant discipline at least 10 years experience in the relevant field either in Private or Public Sector or both.
• Additional: Training or Certification in Project Development, Climate Finance, Carbon Markets, ESG or public-private partnership will be an advantage.
• Core Competencies: Strong communication, negotiation, partnership-building, project management, research, engagement skills and stakeholder.
• Age Limit: 55 Years

03. Project Development & Private Sector Engagement Specialist (Forestry / AFOLU) MP Scale-II

• No. of Posts: 02 Post
• Required Qualification / Experience: Master’s degree or higher in Energy, Environment, Climate Change, Forestry, Agriculture (AFOLU) or Waste Management or any other relevant discipline at least 10 years experience in the relevant field either in Private or Public Sector or both.
• Additional: Training or Certification in Project Development, Climate Finance, Carbon Markets, ESG or public-private partnership will be an advantage.
• Core Competencies: Strong communication, negotiation, partnership-building, project management, research and stakeholder engagement skills.

04. Climate Finance Specialist (PPS-09)

• No. of Posts: 01 Post
• Required Qualification / Experience:
  • Qualification: Master’s degree in Environmental Finance or related fields, ideally in government or public sector environments. Professional certifications such as CFA is preferred.
  • Experience: Minimum 07 years in financial analysis, investment banking or financial product development. Strong exposure to climate finance or environmental projects.
  • Core Competencies: Experience in developing financial instruments, mobilizing resources, and working with international climate funds and global financial entities.
• Age Limit: 35-45 Years

05. Data Automation Expert (PPS-09)

• No. of Posts: 01 Post
• Required Qualification / Experience:
  • Qualification: Master’s / Bachelors Degree in Computer Science, Data Science, Computer Engineering or equivalent with at least 3.00 CGPA / 2nd Division from any HEC recognized University.
  • Experience: Minimum 05 years experience in data analytics, machine learning, or business intelligence or in the relevant field essential either in Private or Public Sector or both.
• Age Limit: 28-35 Years

06. Budget & Finance Officer (PPS-07)

• No. of Posts: 01 Post
• Required Qualification / Experience:
  • Qualification: Bachelor’s Degree in Commerce, Accounting, Finance, Economics, or related discipline from any HEC recognized University.
  • Experience: Minimum 03 years relevant experience preferably on government, semi-government or donor-funded projects. Experience with budgeting, financial reporting and project accounts.
  • Core Competencies: Knowledge of Government of Sindh Financial Rules, ADP process, World Bank procedures, accounting software and MS Excel.
• Age Limit: 28-35 Years

07. Support Staff / Office Assistant (PPS-02)

• No. of Posts: 02 Post
• Required Qualification / Experience:
  • Qualification: Bachelors Degree or Intermediate (FA/F.Sc) from recognized Board or University.
  • Experience: Minimum 02 years relevant experience preferably on government, semi-government or donor-funded projects. Prior experience in administrative or office support role preferred.
  • Core Competencies: Basic office management skills, record keeping, coordination and familiarity with office procedures.
• Age Limit: 25-30 Years

08. Data Entry Operators (PPS-02)

• No. of Posts: 04 Post
• Required Qualification / Experience:
  • Qualification: Bachelors Degree or Intermediate with Diploma/Certificate in IT or Computer studies from a recognized Board or University.
  • Experience: Minimum 02 years relevant experience as Data Entry Operator preferably in government, Semi-Government or donor funded Projects. Experience working on development project data preferred.
  • Core Competencies: Proficiency in MS Word, Excel, and basic Database, typing speed with accuracy, attention to detail and familiarity with report formats.
• Age Limit: 22-30 Years

Research Associates (Fresh Graduates)

1. Environment / Climate
   1. No. of Posts: 04
   1. Required Qualification: Bachelor’s degree (04 years / 16 years of education) in Environmental Science, Environmental Engineering, Geography, Climate Change, Natural Resource Management or closely Environmental / Climate discipline from a HEC-recognized University/Institution.
2. Information Technology (IT)
   1. No. of Posts: 02
   1. Required Qualification: Bachelor’s degree (04 years / 16 years of education) in Computer Science, Information Technology, Software Engineering, Artificial Intelligence, Cyber Security, Data Science or related computing discipline from a HEC-recognized University/Institution.
3. Finance
   1. No. of Posts: 02
   1. Required Qualification: Bachelor’s degree (04 years / 16 years of education) in Finance, Accounting & Finance, Commerce, Business Administration (Finance), Economics or a closely related discipline from a HEC-recognized University/Institution.
4. Data Analysis
   1. No. of Posts: 01
   1. Required Qualification: Bachelor’s degree (04 years / 16 years of education) in Statistics, Data Science, Mathematics, or another relevant quantitative discipline from a HEC-recognized University/Institution.
5. Social Sciences
   1. No. of Posts: 01
   1. Required Qualification: Bachelor’s degree (04 years / 16 years of education) in Sociology, Public Administration, Political Science, Economics, Development Studies, Social Work or another relevant social-science discipline from a HEC-recognized University/Institution.
6. Core Competencies: Research and analytical ability, report-writing, communication, data-handling, MS Office proficiency, teamwork and willingness to work across climate / development assignments. Sector-specific technical skills will be considered according to the relevant stream.
7. Age: 21-28

Requirements:

• The individuals must have domicile/PRC of the Sindh Province.
• The successful individual on MP Scale will be offered Remuneration/Pay Package as per Sindh Management Position Scales Policy, 2022 vide SO(I&AO)SGA&CD-32/2021, dated 28.12.2022.
