National Tariff Commission (NTC) is responsible for implementation of trade defence laws under Anti-dumping Duties Act 2015, Countervailing Duties Act 2015 and Safeguard Measures Ordinance 2002 in conformity with the WTO Agreements, and to advise the Federal Government on Customs tariff under NTC Act 2015 to improve competitiveness of the domestic industry. NTC is seeking to hire qualified professionals on contract for the following roles to assist in the implementation, investigation of trade defence laws, economic research to determine effect of tariff changes, trade remedy measure, and for its specific and allied functions as specified in NTC Act, 2015:

1. Position/ Role: Econometric Expert/Economist

No. of Slot(s): 01
Qualification: PhD/Master’s degree or equivalent in Economics (specialization in Int. Trade / Econometrics/Applied Economics).
Experience: +8 years in applied economics or quantitative trade research / impact analysis of tariff changes / Tariff analysis / Remedial measure related injury analysis.
Mandatory Skills: Mandatory proficiency in Stata, R, Python or equivalent; expertise in Computed General Equilibrium (Global Trade Analysis Project / General Algebraic Modelling System) and Partial Equilibrium modeling, Eviews/SPSS, tariff optimization, export product development, evaluation of sectoral competitiveness, value addition, productivity enhancement, consumer welfare and technology transfer etc.

2. Position/ Role: Legal Assistant

Qualification: Graduate, preferably law graduate from a HEC-recognized institution.
Skills/Responsibilities:
- Support preparation of responses, submissions, pleadings, and legal documentation for proceedings before courts, tribunals, appellate forums, and other competent authorities.
- Manage the court processes and related matters.
- Inputs for litigation and appellate proceedings.
- Comparative studies on trade and tariff-related legal issues.
- Maintain case diary of court work and related matters.
- Periodic progress reports on assigned tasks.
- Conduct legal research on domestic and international trade laws, WTO Agreements, trade remedy regimes, administrative law, and related legal frameworks.
- Assist in drafting legal opinions, briefing notes, summaries, reports, legal memoranda, and analytical papers.
- Assist in the legal review of anti-dumping, countervailing duty, and safeguard investigations conducted by the Commission.
- Maintain legal databases, records, research repositories, and case-law compilations.
- Perform any other legal research, analytical, or drafting assignments entrusted by the Chairman, Member Legal, Secretary, or Head of Legal Wing.

i. Positions are on contract basis initially for a period of one to two (01-02) years. Extension may be granted after on year on the basis of performance evaluation and need basis. Terms and conditions of contract employment will be offered to selected candidate before joining. The selected candidate will be offered lump sum salary (including all) on initial offer which shall be base salary for annual enhancement. Salary of the selected candidates will be revised annually with 05% to 15% increase in base salary, depending on satisfactory performance.

ii. Interested Pakistani nationals meeting the above-mentioned eligibility conditions for the positions must apply through National Job Portal (www.njp.gov.pk) within 15 days of publication of this advertisement. Candidates will be required to present original & attested copies of all relevant documents at various stages of hiring process. It is responsibility of the candidate to have documents ready. Information provided in the application form will be verified and in case of any false or forged information, or submission of fake or bogus documents, NTC reserves the right to cancel the candidature at any stage (even after hiring, if so, discovered later) and to initiate legal action accordingly.

iii. ‘Experience’ means experience gained after obtaining the required qualification/degree.

iv. Only short-listed candidates meeting the above eligibility conditions may be called for interview by a Selection/Interview Committee at Islamabad. Inquiries from the individual applicants will not be entertained.

v. The department has the right to short-list / reject any or all applications or cancel the hiring process without prior notice or assigning any reason.

vi. No TA / DA is admissible for appearing in the interview.
