REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Selection of Individual Consultants for the following positions

Credit No.: IDA / 7229-PK

The Government of Sindh (herein after called Borrower) has received financing from the International Development Association (IDA) (the Bank) in the form of a credit (herein after called credit) towards the cost of strengthening social protection delivery system in Sindh.

The Project Director, Project Management & Implementation Unit is intended to apply part of the proceeds of this credit for payments to the following “Individual Consultants Services” to be procured under this project.

The consulting services to be procured on purely contractual basis are as follows:

1. Android Developer (Nos. 01)

Qualification:
- At least a Bachelor’s degree (16 years) in Software Engineering, Computer Science, Information Technology or a related field.
Experience:
- Minimum of five (5) years’ experience as an Android Developer or equivalent, with proven experience in Flutter for large software projects.

Experience rolling out app updates in various Android platform app stores.

Understand how to optimize client-facing software.

Solid understanding of the full mobile development life cycle.

Experience with Android SDK.

Expert with offline storage, threading and performance tuning.

Experience working with remote data via REST, JSON and HTTP web services.

Experience with version control i.e Git, SVN, TFS etc.
Skills:
- Good analytical and communication skills.

2. Network Support Engineer (Nos. 01)

Qualification:
- Minimum sixteen (16) years of education in Computer Science, Information Technology, Computer Engineering, Telecommunications, Network Engineering, or another relevant discipline from an HEC-recognized university.
Experience:
- Minimum two (2) years of relevant professional experience in network administration, network support or IT infrastructure support.
- Experience in installation and maintenance of LAN, WAN and wireless networks.
- Practical experience with managed switches, routers, wireless access points and structured network cabling.
- Exposure to cloud networking (Microsoft Azure, AWS, Google Cloud or similar) will be considered an advantage.
- Experience working in public sector organizations or donor-funded projects will be considered an asset.
Skills:
- Sound understanding of TCP/IP networking concepts, subnetting, VLANs, DHCP, DNS and routing fundamentals.
- Good analytical and problem-solving skills.
- Good communication skills in English and Urdu; knowledge of Sindhi will be an advantage.

3. Payment Specialist (Nos. 01)

Qualification:
- 16 years of education in Finance or Commerce / CA, ACMA/ACCA or related field from a reputed local or foreign university, duly recognized by the Higher Education Commission (HEC) of Pakistan.

Experience:

Minimum eight (08) years of post-qualification experience in Public or private sector in Financial Management & disbursement of beneficiary payments in large scales.

The applicant should be well versed in proposing beneficiary payment solutions.

Working knowledge of the public/private sector accounting with thorough understanding of PFM cycle, regulatory mechanism, financial modeling of disbursement of large-scale beneficiary services will be an added advantage.

Skills:

Strong interpersonal skills, including the ability to build relationships with, payment Service providers, stakeholders and work effectively with a diverse range of individuals.

4. Information Security Specialist (Nos. 01)

Qualification:
- Minimum sixteen (16) years of education in Cyber Security, Information Security, Computer Science, Information Technology, Computer Engineering, Telecommunications Engineering or another relevant discipline from an HEC-recognized university.
Experience:
- Minimum three (3) years of relevant experience in Information Security, Cyber Security or IT Security.
- Experience conducting Vulnerability Assessment and Penetration Testing (VAPT).
- Experience securing web applications, APIs and mobile applications.
- Experience with Linux and Windows Server security.
- Experience working with cloud environments (Azure, AWS, Google Cloud, PTCL QCloud or equivalent).
- Experience using common security assessment tools.
- Experience working in Government or donor-funded projects shall be considered an advantage.
Skills:
- Good understanding of application security principles and Secure SDLC.
- Strong analytical and technical report writing skills.
- Good communication skills in English and Urdu; knowledge of Sindhi will be an advantage.
