MARKET IMPLEMENTATION & REGULATORY AFFAIRS DEPARTMENT (MIRAD) QESCO, QUETTA

QESCO is one of the geographically largest Distribution Companies of Electricity in the Public Sector, serving more than 650,000 consumers with 6,000 employees. The company has an annual revenue base of more than Rs. 85.94 Billion and operates in areas covering Balochistan, including Lasbela District. The charter of QESCO is to provide reliable and safe electric power to its consumers in its jurisdiction.
The company intends to create a new department (MIRAD) to handle tasks under the Competitive Trading Bilateral Contract Market (CTBCM). This new department will be headed by a Director General (MIRAD), QESCO.
QESCO is looking for a dynamic individual to fill the position of D.G. (MIRAD). The position will provide leadership and direction for implementing respective actions in the development of competitive electricity markets in Pakistan. The MIRAD functions will include bilateral power purchase contracts, legal and regulatory affairs, billing and settlement with market operators, demand forecasting, and transmission planning. The department will interface with QESCO’s competitive trading bilateral contract market (CTBCM).

4. Qualification:

Bachelor’s degree in Engineering/Finance/Accounting/Law/Management Sciences from HEC recognized universities.
A Master’s degree will be an added advantage.

5. Experience:

Minimum 15 years of total experience, including 10 years in the Power Sector.
The candidate should have strong knowledge of technical, commercial, and financial aspects of the utility business and the power sector, along with experience in regulatory affairs, contract management, and legal matters.
Knowledge of competitive electricity markets is an added advantage.

The employment is contract-based for an initial period of three (03) years, with an annual performance evaluation by the Board of Directors (BoD) QESCO.

8. Pay & Allowances:

M-4 salary package (Rs. 582,139/- per month), inclusive of all allowances, as per QESCO’s MIRAD service rule.
