CENTRE OF EXCELLENCE FOR AUTISM SPECTRUM DISORDER COMPANY (CEASDC)

VACANCY ANNOUNCEMENT: Applications are invited from eligible Pakistani nationals for appointment against the following positions in the Centre of Excellence for Autism Spectrum Disorder Company (CEASDC), Islamabad under the Ministry of Federal Education & Professional Training. All appointments shall be made on contract basis, subject to the terms and conditions prescribed/approved by the Competent Authority. Applications shall be submitted online through the ETC/HEC portal.

POSITIONS:

Sr. No. 1: Chief Executive Officer (CEO)

Pay Scale / Level: MP-I

No. of Posts: 01

Required Qualification / Experience & Other Credentials: Master’s degree (16 years of education) in Public Administration, Business Administration, Management Sciences, or Finance from an HEC-recognized university/institution. Minimum 15 years relevant post-qualification professional experience, including at least 08 years in a senior leadership/management position in a public-sector entity, autonomous body, company, education/rehabilitation institution, or comparable organization. Demonstrated experience in institutional governance, strategic planning, HR, financial/administrative management, and stakeholder coordination required.
Minimum Age: 45 years

Sr. No. 2: Director Clinical & Therapeutic Services

Required Qualification / Experience & Other Credentials: Master’s degree (16 years of education) in Clinical Psychology, Speech & Language Pathology, Occupational Therapy, Physiotherapy, Rehabilitation Sciences, Applied Behavior Analysis, Public Health, or relevant clinical/rehabilitation discipline. Valid professional registration/licensing, where applicable. Minimum 10 years relevant post-qualification experience, including at least 05 years in a supervisory/managerial role in autism, developmental disabilities, rehabilitation, mental health, special education, or multidisciplinary clinical services.

Minimum 10 years relevant post-qualification experience, including at least 05 years in a supervisory/leadership role in educational/special education, inclusive education, programme management, curriculum, vocational/life-skills, or disability services.

Required Qualification / Experience & Other Credentials: Master’s degree in Finance, Accounting, Commerce, Business Administration, or Economics; OR CA/ACCA/CMA or equivalent recognized professional qualification. Minimum 10 years relevant post-qualification experience in finance, accounts, budgeting, treasury, financial reporting, and internal controls, including at least 05 years in a managerial role. Experience in public-sector/company financial management, IFRS, audit, and Government financial procedures preferred.

Required Qualification / Experience & Other Credentials: Master’s degree (16 years of education) in Business Administration, Commerce, Law, Finance, or Corporate Governance with requisite eligibility under applicable Companies Act/SECP requirements. Minimum 10 years relevant post-qualification experience in corporate governance, board committee secretarial, statutory compliance, company law, SECP filings, legal coordination, and corporate records, including at least 05 years in a senior corporate secretarial/governance role.

Minimum 10 years relevant post-qualification experience, including at least 05 years in a supervisory/managerial role in quality assurance, safeguarding, research, M&E, education, health, disability, or social-sector programmes.

Required Qualification / Experience & Other Credentials: Master’s/MS/MPhil in Special Education, Education, Educational Leadership, Psychology, or relevant discipline. 18 years education preferred. Minimum 05 years relevant post-qualification experience in special/inclusive education, preferably serving autistic children or persons with developmental disabilities. Experience in IEP development, teacher supervision, differentiated instruction, and multidisciplinary working preferred.
Minimum Age: 30 years

Sr. No. 13: Vocational / Life Skills & Outreach Lead

Pay Scale / Level: PPS-07/08

Required Qualification / Experience & Other Credentials: Master’s degree (16 years of education) in Special Education, Psychology, Social Work, Vocational Rehabilitation, Career Counseling, Education, Business Administration, Social Sciences, or relevant discipline. Minimum 05 years relevant post-qualification experience in vocational training, life-skills development, transition planning, supported employment, community/family outreach, or disability services. Direct experience with autism/developmental disabilities preferred.
Minimum Age: 30 years

IMPORTANT INSTRUCTIONS:

Recruitment shall be made purely on merit.
Candidates shall apply ONLINE ONLY through the ETC-HEC online application portal (www.etc.hec.gov.pk). No hard-copy application shall be accepted unless specifically required by ETC/HEC.
Only shortlisted eligible candidates will be called for test and/or interview, as applicable. No TA/DA shall be admissible for test/interview.
The cut-off date for determining eligibility of candidates in terms of age, qualification and experience shall be the closing date for receiving applications. Only post-qualification experience relevant to the advertised post shall be considered.
Serving Government / Semi-Government / Autonomous Body / Public Sector employees shall apply through proper channel and shall produce NOC at the time prescribed by the recruiting authority.
All appointments against the advertised positions shall be made on contract basis, subject to the terms and conditions prescribed/approved by the Competent Authority.
Selected candidates shall be liable to serve at the Centre of Excellence for Autism Spectrum Disorder Company, Islamabad, or any associated facility/unit established under the Company, according to organizational requirements.
The last date for submission of online applications shall be fifteen (15) days from the date of publication of this advertisement.
Candidates shall follow the instructions, fee/payment mechanism, document-upload requirements and test-related directions displayed on the ETC-HEC portal. Applicants are advised to regularly visit the ETC-HEC portal and the Ministry of Federal Education & Professional Training / CEASDC website for roll-number slips, test schedule, results, interview notices and other announcements.
The Competent Authority reserves the right to increase/decrease the number of posts, withhold appointment against any advertised post, or cancel the recruitment process at any stage without assigning any reason.

HOW TO APPLY:

i. Interested candidates can apply online by registering themselves on http://etc.hec.gov.pk. The registration process must be completed by pressing the “SUBMIT” button for the online application before 4:00 PM on the registration closing date given on the portal.

ii. During the online registration process, all required information must be entered correctly with due diligence. A mobile number ported from the original mobile company network must not be provided.

iii. Applications received by hand or through courier/mail shall not be accepted/entertained.

iv. Candidates should ensure, before appearing in the examination/test, that they are eligible in all respects for the post applied for.

v. In case of any difficulty during online registration, candidates may visit http://onlinehelp.hec.gov.pk, HEC Secretariat, or the nearest HEC regional office for guidance.

vi. Candidates must check their personal details, including name, CNIC number and cell number, before submitting the online application. Candidates shall not be allowed to sit in the test when there is a discrepancy between CNIC and application data.

vii. Candidates who register/apply using the CNIC of parents, siblings, relatives or any other individual shall not be permitted to sit in the test.

viii. Only SUBMITTED applications shall be considered. Applications remaining in SAVED or INCOMPLETE mode shall not be entertained.

ix. A test fee of Rs. 1,200/- shall be paid through the 1Link/1Bill Invoice Payment Service using the generated consumer number. After depositing the fee through 1Link/1Bill invoice, the candidate must click “Verify Online Payment” on the ETC Dashboard. The test fee shall be non-refundable and non-transferable.

x. Email/SMS shall be sent to registered applicants regarding examination date, time and venue. Candidates are required to provide a valid email address and mobile number while completing the online application.

xi. Candidates must get their queries/complaints resolved before closure of the web registration portal. Queries/complaints received after the registration deadline may not be entertained due to logistical/system constraints.
