Vacancy Announcement: The Finance Department, Government of Sindh, invites applications from interested candidates (Sindh domicile) for the following position, purely on a contract basis:

Position: Financial Analyst (DMU) (One Position)

Educational Qualification:

MBA (Finance) / MSc (Finance) / CFA / CA or equivalent from an HEC-recognized university.

Experience:

Minimum 5 years post-qualification experience in the relevant field.
Proficient in the use of MS Office, MS Excel, and PowerPoint.

Age Limit:

Not exceeding 45 years.

Job Description:

The Financial Analyst will be responsible for:

Assisting and providing support to the Debt Management Specialist in his day-to-day functions and reporting all official matters.
Formulating policies on the main sources of debt, both foreign and domestic.
Providing financial analysis to guide loan negotiators and debt repayment decisions.
Offering timely advice on the desired currency mix and tenor or new borrowings to loan negotiators.
Understanding the functioning of domestic and international capital markets, particularly as they relate to debt management and public policy responsibilities of a provincial debt manager.
Maintaining a liaison with key stakeholders within the Government of Sindh and the Federal Government.
Managing debt-related transactions and performing all related functions.
Providing comprehensive statistical support and preparing key periodic reports.
Demonstrating sound appreciation of financial risk exposure arising from the debt portfolio and translating it.
Attending briefings, sessions, presentations, workshops, and recording minutes of meetings.
Assisting the Debt Management Specialist in facilitating the working of the Debt Management Unit (DMU).
Performing other duties as assigned by the Debt Management Specialist from time to time.

Terms & Conditions:

The appointment is on a contract basis, initially for a period of two (2) years, extendable for an additional two years based on satisfactory performance.
