National Programme Officer NCDs – WHO – Islamabad

Masters Degree in public health with specialization in policy and programme management along with basic degree in medicine.
At least 3-5 years of combined national and international professional experience in the field of NCD’s and Mental Health. Desirable: Experience in UN organizations/agencies, international institutions or NGOs.)

To ensure that Non-Communicable Diseases (NCD’s), Health Promotion and Mental Health Programmes in Pakistan are given a policy and strategic direction in line with the declaration of High level Conference on NCD’s 2011 and thus helping the member state in decreasing burden of Non communicable diseases and mental illnesses.

Summary of Assigned Duties:
Under the general guidance of WHO Representative and direct supervision of the HLP Coordinator, the incumbent acts as the National Programme Officer for Healthy Lifestyle Promotion, NCD’s, Mental Health and Substance Abuse prevention, and provides technical assistance to provincial health departments and national/international partners/structures:

Provide leadership and guidance in the design, implementation and evaluation of technically sound, cost-effective and practical approaches to the implementation of the step wise NCD surveillance and the institutionalization of the system into a government structure(s).
Participate in and contribute to technical working groups and committees working on issues related to NCD’s and Mental Health programmes, policy and restructuring.
At provincial level, take a lead role in facilitating dialogue and providing information to policy makers, donors and planners along with acting as a lead support to Department of Health for the policy and strategic support process.
Ensure the timely delivery of required support to Department of Health and WHO including technical assistance (training) and other services for the implementation of the programmes.
Lead the process of institutionalization by ensuring that the capacity with the government is sufficiently built to maintain and sustain the programmes.
Work closely with a number of institutions and organizations including UN agencies, INGO’s, NGO’s, WB, ADB, Universities and academia.
Provide assistance in the training and the organization of workshops, while ensuring quality transfer of skills to the participants.
Support implementation of WHO standards in the support provided to respective Departments of Health as well as programmes.
Share weekly with HPP cluster and Provincial Offices, progress reports.

Required Skills
Tact and ability to work with people of different technical and cultural background.
Capacity to analyze detailed data and synthesize reports.

Technical expertise in the design and implementation of related plans. Understanding of the health situation in Pakistan.
Excellent knowledge of English
Computer literacy and applications to surveillance and monitoring. Excellent presentation skills.
