General Manager, Infrastructure & Planning



About the Role
The General Manager, Infrastructure and Planning, shall lead and manage TransKarachi units responsible for civil works implementation, environmental and social safeguards, asset management, and infrastructure planning. The role encompasses oversight of all construction activities along Karachi’s bus corridors, focusing on construction quality, durability, and long-term maintenance. The General Manager shall ensure adherence to occupational health & safety standards, ensure best practices in design delivery, and manage contractor relationships effectively.
This position requires direct supervision of approximately 25 staff, including establishing work plans, monitoring activities, and conducting performance evaluations.

Key Responsibilities:

  • Provide leadership for the implementation of construction activities in accordance with project timelines and standards.
  • Ensure compliance with occupational health and safety safeguards across all work sites.
  • Oversee contractor performance and manage relationships to achieve quality and durability in construction.
  • Supervise and evaluate the activities of a multidisciplinary team, ensuring alignment with project goals.
  • Monitor the conditions of built infrastructure to address ongoing maintenance and necessary modifications professionally and promptly.
  • Embed international best practices for design, delivery, and safety.

Educational Qualifications:

  • The candidate shall possess a minimum of a Master’s degree in Civil Engineering, Transport Engineering, Project Management, Construction Management, or a related field from an HEC-recognized university.
  • Degrees from recognized foreign universities will be considered advantageous.
  • Experience in FIDIC contract administration is highly preferred.

Experience:

  • The candidate shall have a minimum of 15 years of professional experience, including at least 5 years in a senior management position (e.g., Director, Head of Department).
  • A minimum of 5 years of experience in implementing large urban infrastructure projects, particularly road-based projects, is required.
  • Experience in the management of multidisciplinary teams is advantageous.
  • Proven ability to provide technical guidance and leadership to infrastructure projects, ensuring adherence to quality standards, timely delivery, and cost management is required.

Contracts Specialist

About the Role
The Contracts Specialist ensures the provision of expert advisory services and reviews, ensuring compliance with TransKarachi policies and best practices. This role involves managing contract issues across transit services, technology, marketing, and media, as required by TransKarachi’s operational needs.

Key Responsibilities:

  • Draft and review contracts, ensuring legal and commercial soundness.
  • Provide expert advice on contract disputes, contract variations, and related contract issues.
  • Maintain and update contract templates, policies, and processes.
  • Coordinate with external legal advisors and internal stakeholders.
  • Collaborate with internal teams to support vendor engagement and adherence to legal provisions and contract terms.

Educational Qualifications:

  • Bachelor’s degree in Law, Business Administration, Finance, Management, Law Contracts, or related field. Foreign qualifications are a plus.

Experience:

  • Professional legal and/or contract administration experience, especially in ADB or MDB contract systems.
  • Minimum: 7+ years in infrastructure projects, with at least 3 years in ADB or MDB contract systems.

Legal Specialist

About the Role
The Legal Specialist provides proactive, high-quality legal support for commercial, corporate, and project-related matters, ensuring compliance with applicable laws and alignment with TransKarachi’s goals.

Key Responsibilities:

  • Advise on commercial, corporate, and project-related legal issues.
  • Develop and implement effective legal strategies.
  • Ensure compliance with legal standards, policies, and guidelines.
  • Draft, review, and negotiate contracts and legal documents.
  • Mitigate legal risks and collaborate with other departments to support organizational objectives.

Educational Qualifications:

  • LLM in Corporate or Commercial Law (from an HEC-recognized university).

Experience:

  • 5+ years post-qualification, with managerial experience in a corporate environment.

Finance Manager

About the Role
The Finance Manager ensures effective financial management, providing strategic insights, budgeting, and financial analysis to support decision-making and compliance with regulations for large infrastructure projects.

Key Responsibilities:

  • Oversee financial control, budgeting, and forecasting.
  • Provide strategic financial analysis and modeling.
  • Ensure compliance with financial regulations and policies.

Educational Qualifications:

  • Certification: CA, CMA, ACCA, or CFA (active membership required).

Experience:

  • 7+ years, with 5 years in a managerial role, ideally in infrastructure/transport sectors.

Deputy Manager Accounts

About the Role
The Deputy Manager Accounts supports effective financial operations by preparing financial statements, coordinating audits, preparing financial compliance reports, and ensuring adherence to applicable regulations.

Key Responsibilities:

  • Oversee day-to-day accounting operations, including accounts payable/receivable, general ledger, and cost accounting.
  • Ensure compliance with financial regulations, standards, and policies.
  • Maintain accurate financial records, budgets, and controls.

Educational Qualifications:

  • Certification: CA, CMA, ACCA, or equivalent qualification (part-qualified or relevant experience may also apply).

Experience:

  • 7+ years of experience in accounting or finance, with 5 years in infrastructure/transport sectors.

Assistant Manager Project Planning

About the Role
The Assistant Manager Project Planner may have expertise in planning, scheduling, cost risk assessment, and mitigation. This temporary position will be involved in ensuring that Red Line BRT project is completed within its project budget and estimates Reporting to GM Planning, this is a temporary position for those engineers who will monitor the implementation of quality management.

Educational Qualifications:

  • At least 7 years of post-qualification experience. Candidates should have planning, cost engineering, and monitoring construction experience.
