CHIEF EXECUTIVE OFFICER
The Central Power Purchasing Authority, Guarantee Ltd. is a non-profit independent company, under the Companies Ordinance 1984 as a “Company Limited by Guarantee”. Its mandate to manage the existing and future power generation pool and its distribution to the electricity distribution companies through transmission system maintained by the National Transmission & Dispatch Company Limited. CPPA Guarantee Ltd. is solely responsible for implementation and administering the “Single Buyer Plus” market mechanisms (ultimately leading to competitive market operations). CPPA shall manage electric procurement and sale to DISCOs and bulk consumers, in accordance with the applicable regulatory framework, by performing and undertaking functions and discharging the responsibilities laid down for the Company in the Market Rules/guidelines. Government of Pakistan/ Ministry of Water and Power is looking for high caliber professionals to lead the CPPAGuarantee Ltd. as its Chief Executive Officer (CEO).
The CEO shall have a strong capability to lead, organize and set priorities of the whole organization. He will be responsible for overall management of company operation and for setting management guidelines, policy transfer into eligible day-to-day management; guaranteeing efficient coordination between Divisions and Departments, liaison with external entities; ensuring legality of all acts executed by the enterprise; supervision of concepts and methodologies. The CEO shall report to the Board of Directors of CPPA Guarantee Ltd. However, for a short term i.e. during the startup and until CPPA Guarantee takes over the functions and business of settlement and development of power market from NTDC, the CEO may have to report in parallel to the Secretary, Ministry of Water and Power.
QUALIFICATIONS / EXPERIENCE & AGE:
The candidate should be having a minimum qualification of Chartered or Cost and Management Accountant (FCA/FCMA) or Engineering with MBA (Specialization in Finance from recognized National & International Institutes of good repute and recognized by HEC) or Masters in Economics or Finance or a high degree in such disciplines, with a minimum of 10 years of experience in senior management position of large Commercial and/or Public Sector organizations of repute. International experience will be an added benefit. The candidate should demonstrate extensive experience in financial management. Strong knowledge of markets mechanism, contemporary market models, how to manage settlement of electricity dues between modern electricity utilities and regulatory affairs will be added advantage. He should have clear understanding of the sensitivity in relation to political implications of public service provision, understanding of economic, technical and customer orientation issues; capability to mediate between technical, economic and financial subjects and guiding decision making in due time; competencies to steer the organization towards efficient provision of settlement services and financial self-sufficiency. The candidate should have exposure to international donors, financial institutions, privatization and restructuring. Ideally the candidate should be in the age bracket of 45to 55 years of age.
SALARY PACKAGE AND TENURE:
The position will have a market based remuneration package commensurate with the experience and qualification of the candidate. The initial contract shall be for a period of three years extendable on satisfactory performance.
