Adam Smith International (ASI) is seeking applications from interested consultants for a forthcoming DFID funded skills development programme in Punjab, Pakistan.
The primary aim of the project is to improve incomes for Pakistan’s labour market participants, especially the poor and vulnerable, including women, through employment and self-employment. The programme focuses on increasing the provision of relevant high quality skills needed in the market through cost effective mechanisms, including private partnerships and by making public sector delivery of skills more efficient and oriented to the market. The programme’s approach to transforming the skills sector comprises institutional capacity building, reforming the policy and regulatory environment governing the skills sector, and the implementation of a national skills innovation facility.

Full-time positions will be based in Lahore
We also require a large pool of short term technical assistance consultants
Suitable candidates will have expertise from across the following areas:
- Formal and informal skills training systems (including TVET, apprenticeships, train the trainer)
- Innovation Facilities and Challenge Funds
- Policy and advocacy
- Institutional capacity building
- Labour market analysis
- Gender, political economy, and conflict analysis
- Monitoring and evaluation
- Prior experience in Punjab, Pakistan and/or South Asia is preferred
