Humanitarian Affairs Officer – UNOCHA – Quetta

Master’s degree in political sciences, sociology, law, international relations, literature or any other social sciences in related field.
7 Years(inimum of 7 years of progressively professional experience in humanitarian affairs, civil-military coordination, emergency preparedness, management of emergency relief, including at least two (3) years of field experience in emergency relief. Relevant professional experience within the UN common system would be a strong asset. Very good knowledge of OCHA’s institutional mandates, policies and guidelines related to humanitarian affairs and humanitarian reform is desirable.Fluency in English (written and spoken) is required.)

Under the overall guidance and direct supervision of the Senior HAO / Head of Office, the National HAO will be responsible for the following:
1.Support inter-agency contingency planning; Monitor humanitarian risks to ensure that the various contingency plans are consistent and well-coordinated including availability of resources;
2. Develop and promote substantive linkages between emergency response, preparedness/prevention, rehabilitation and ongoing recovery programmes as well as with other related areas such as, human rights, etc.;
3. Lead the facilitation of relations between humanitarian partners and the concerned Government departments;
4. Ensure implementation of field-level humanitarian coordination mechanisms, including liaison with relevant UN operational agencies, NGOs, and local authorities;
5. Ensure preparation, implementation and monitoring of the designated countrys humanitarian work plan (usually expressed through the Common Humanitarian Action Plan (CHAP)/ Consolidated Appeal Process (CAP));
6. Ensure regular monitoring and analysis of developments in the designated country and support the preparation of analytical reports highlighting social, political, humanitarian and other relevant factors affecting the overall humanitarian situation;
7. Develop and support advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaise with humanitarian partners, government officials, and media, development of appropriate strategies, etc.;
8. Ensure substantial support to sector / cluster working groups as required and facilitate exchange on cross cutting issues;
9. Manage matters related to natural disasters, including drafting situation reports and flash appeals, preparing costs plans for cash contributions made by/through OCHA and final reporting on their use; participation in/support to UNDAC missions;
10. Facilitate / participate in interagency assessment missions to build consensus on sector and geographic priorities;
11. Liaise with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts;
12. Support and participate in assessments, lessons learned and evaluations;
13. Participate in the work planning process including support for resource mobilization as well as financial and administrative management, as required;
14. Perform other duties, as assigned by the Head of Office or his/her designate.
