Advanced university degree in the social/behavoural sciences (Sociology, Anthropology, Psychology, Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
Five years progressively responsible work experience in the planning and management of social development programmes, with practical experience in the adaptation and application of communication planning processes to specific programmes.

Works in close collaboration with UNICEF and government Sindh and partner counterparts to lead the development and facilitate the implementation of evidence driven polio communication plans of action aiming at: (a) behaviour development/change at the individual/household levels; (b) social mobilization of civil society organizations; and (c) advocacy of polio issues with relevant Government counterparts, media partners and organizations. The plan must take into consideration the campaign and surveillance data to underpin communication activities; monitors compliance and provides support and guidance to ensure objectives are met. This includes performance planning, monitoring and appraisal.
Leads the development of communication materials plans for polio; monitors compliance and provides support and guidance to ensure objectives are met. This includes management of polio communication staff in Karachi Office, as well as district communication support officers (DHSCO’s) and UC-level communication consultants. Conducts performance planning, monitoring and appraisal. Plans and monitors the use of budgetary resources.
Provides technical support to district communications support officers (DHSCOs) and other sub-district communication staff to ensure polio communications strategies are in place in the districts and Union Councils. Plans must address the appropriate challenges based on the analysis of social data, campaign and surveillance data. Monitors the implementation of the plans and conducts regular planning and monitoring reviews to ensure results are achieved. Ensures the development of standardized communication materials, for social mobilization and media. Coordinates with Islamabad office for localization of campaign materials and other materials and messages for journalists and partners.
Develops partnerships with individuals, groups and organizations whose support is essential to ensuring support for UNICEF’s polio programme, particularly achieving social mobilization and communication objectives. Focus is on strengthening their capacity through appropriate interpersonal skills and media training, access to updated information, supplies and equipment and through experience-sharing.
